Elena is a public policy professional, with an academic and practitioner career spanning over 20 years. She led one of the most prominent think tanks in Romania, held top central and local Government positions as State Secretary under the Vice Prime-Minister and executive key role in Bucharest district local public administration. Elena holds a consistent portfolio of major transformative projects at national and EU level.
